How to create credentials in ATP Dedicated Database ?

When user tries create credentials with dbms_cloud package, whicih fails with following exception :

   credential_name => 'bucket_cred',
   username => 'bucket_ods',
   password => 'xxxxxxxxxxxxxxx'
Error report -
ORA-06550: line 2, column 3:
PLS-00904: insufficient privilege to access object C##CLOUD$SERVICE.DBMS_CLOUD
ORA-06550: line 2, column 3:
PL/SQL: Statement ignored
06550. 00000 -  "line %s, column %s:\n%s"
*Cause:    Usually a PL/SQL compilation error.
