How to Find Out Why "Sales Cloud" User Preferences Are Not Accessible from UI When Going to "Set Preferences" Page (Doc ID 2614809.1)

How to find out why "Sales Cloud" User preferences are not accessible from UI?

When going to "Settings and Actions", under "Personalization" area there is an option to go to "Set Preferences". Accessing "Set Preferences" page, usually on the left there would be a column with "General Preferences" (Regional, Language, My Photo, Accessibility etc) and on the right a column with options under "Sales Cloud" zone should be displayed as well (Calendar and Appointment Preferences, CRM for Microsoft Outlook Installer, Sales Preferences, Mobile Sales Blackberry Installer).

Suddenly noticed older users with custom roles do not have any access to the right part of the "Set Preferences" page, not option under "Sales Cloud" being displayed at all.

How to find out the reasons why and fix the issue?
