On : 11.13.19.10.0 version, Manage Benefits

ACTUAL BEHAVIOR
---------------
Benefit Admin is not able to enroll employee in certain plans that are not made visible to the employee via ESS when using mobile responsive UI 

EXPECTED BEHAVIOR
-----------------------
Expect the benefit admin to enroll employees in certain plans within the plan group that only Benefit Admins are able to see.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Benefit administration
2. Enrollments
