File Download From UCM Server Failing: The Fusion Applications Virus Scan Has Been Deferred

File Download from UCM Server failing: The Fusion Applications Virus Scan has been deferred
User is getting an error while trying to download a particular BI report from UCM
BI scheduler web service is used to run the BI report. Once the report is complete, the user is utilizing UCM RIDC-Jar (provided by Oracle) to connect to UCM to download the the BI report to their server.
This is working fine with other reports.
Note: when trying to download the report from UCM out of 10 times only 2 to 3 times in day it is working.
