Unable to View an Asset Category Combination in the UI from "Manage Asset Categories"

Symptoms
You are encountering issues such as the following when trying to convert assets with a category or trying to view categories in the Manage Asset Categories form:
- Categories are not showing in the Manage Asset Categories form
- Trying to upload assets with categories is errorring with:
FLEX-DUPLICATE CCID
This category combination is invalid. Enter a valid category combination.
This category combination is invalid. Enter a valid category combination.
- and/or -
ORA-20000: "kff_lock_combination" has failed.
