OAC: Connecting to OAC BI from Smartview Fails with “Unable to connect to the provider” (Doc ID 2615451.1)

On OAC 105.4 (which supports connections from Smartview as a Federated (SSO) user) and with the MS Excel 2016 add-on for Smart View ...

1. Launch MS Excel with an empty worksheet
2. Click on the Smart View ribbon > Click on the Panel option > Click on Private Connections
    In the "Private Connections" text box, enter the URL for OAC ( For example: https://<instance name>-<cloud account> ), and click Go.
3. See the Login window opens. Click on the SSO option and sign in.
4. See the error "Unable to connect to the provider" is thrown.
