OAC: Connecting to OAC BI from Smartview Fails with “Unable to connect to the provider” (Doc ID 2615451.1)

Symptoms

On OAC 105.4 (which supports connections from Smartview as a Federated (SSO) user) and with the MS Excel 2016 add-on for Smart View 11.1.2.5.900 ...

1. Launch MS Excel with an empty worksheet
2. Click on the Smart View ribbon > Click on the Panel option > Click on Private Connections
    In the "Private Connections" text box, enter the URL for OAC ( For example: https://<instance name>-<cloud account>.analytics.ocp.oraclecloud.com/analytics/jbips ), and click Go.
3. See the Login window opens. Click on the SSO option and sign in.
4. See the error "Unable to connect to the provider" is thrown.
