Symptoms
ACTUAL BEHAVIOR

Some employees that were loaded using HDL, are under a different localization and cannot be found in Person Management.
STEPS

The issue can be reproduced at will with the following steps:
1. Create a BI report with the following columns:
Person Number Created By Creation Date Effective End Date Effective Start Date Last Update Date Last Updated By Display Name Country
2. Notice the records located under the different localization
3. Go to Person Management
4. Search for person records located under different localization in the BI report
5. Notice that no results are found
