OK-SEC0001 Error In Knowledge Setup (Doc ID 2615809.1)

I'm trying to author Knowledge articles for use in HR Help Desk SRs, following these articles:

Unfortunately I am getting the following error messages:

Manage Knowledge Locales

"User not allowed to perform operation. [OK-SEC0001]"

Manage Knowledge User Groups
(and most other Knowledge tasks)

"Service is temporarily unavailable. Please try again later or contact your system administrator."

I have checked Knowledge is provisioned for use in Offerings -> Service and Helpdesk

I have also tried with another admin user with the same results.
