Symptoms

Connecting to ADW through jdbc client getting following message

SEVERE: attempt to configure ONS in FanManager failed with oracle.ons.NoServersAvailable: Subscription time out

jdbc connection to ADW getting rows with following SEVERE exception

Nov 11, 2019 11:49:17 AM oracle.simplefan.impl.FanManager configure
SEVERE: attempt to configure ONS in FanManager failed with oracle.ons.NoServersAvailable: Subscription time out
Driver Name: Oracle JDBC driver
Driver Version: 18.3.0.0.0
Default Row Prefetch Value is: 20
Database Username is: HR

However user gets query output  and still above message get displayed.
