Unable to disable Navigation from Foundation Data > Upload Foundation Data.
Steps To Recreate:
1. Assign users the following roles/duties:
RMS_APPLICATION_ADMIN_INQUIRY_DUTY
VIEW_APPLICATION_ADMIN_PRIV
RMS_CUSTOM_FLEX_ATTRIBUTES_INQUIRY_DUTY
VIEW_CUSTOM_FLEX_ATTRIBUTES_PRIV

VIEW_DATALOADING_STATUS_PRIV
RMS_DATALOADING_TEMPLATE_CONFIG_INQUIRY_DUTY
