Symptoms

Unable to delete or stage a VBCS application.The following are the errors that we receive:
1. When staging the application, it errors with "[ERROR] SQLException: ORA-30006: resource busy; acquire with WAIT timeout expired"
2. When deleting the application, it takes a while after the confirmation but it eventually errors out with "Failed to delete app: SampleApplication-1.0"
