WITH HOLDING CERTIFICATE Is Not Working (Doc ID 2616782.1)

On : 11.13.19.04.0 version, Withholding

ACTUAL BEHAVIOR

WITH HOLDING CERTIFICATE is not working

In the process to testing the WHT certificate and but I see, the exemption mentioned at certificate is not getting applied.

Defined a certificate at Supplier Site via task Manage Withholding Certificates and specified the exemption percentage as 30 %
Now after creating an invoice, system is still applying the tax rate 5 %. It is not considering the exemption %

Can someone validate my config and let me know, if I am missing anything


EXPECTED BEHAVIOR

System should applying the tax rate considering the exemption % defined at Supplier Site via task Manage Withholding Certificates


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable WHT at supplier site
2. Defined a WHT tax rate with Line Amount. From Amount: 15,000 and To Amount: Null and Rate 5 %. In one financial year, if the invoice amount is exceeding more than 15,000 then the applicable tax rate is 5 %
3. Defined a certificate at Supplier Site via task Manage Withholding Certificates and specified the exemption percentage as 30 %
4. Now after creating an invoice, system is still applying the tax rate 5 %. It is not considering the exemption %


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot calculate the WHT as expected.
