Symptoms

Problem Description:

A user is attempting to run any scheduled process (ESS Job) for Recruiting, but the jobs are all stuck in the following statuses:

None of the jobs are actually completing successfully.

In the logs, the following error is occurring:

<User_name> does not have execute permission on metadata object
oracle.apps.ess.hcm.recruiting.hiring.requisitions.core.JobDefinition.PublishRequisitionsJob.Request <Request ID>
