Unable access dashboard in OKE Oracle Kubernetes Engine, and No connection error when running kubectl proxy command (Doc ID 2617522.1)

Symptoms

Unable to get in to OKE dashboard at URL:

http://localhost:8001/api/v1/namespaces/kube-system/services/https:kubernetes-dashboard:/proxy/

There is also error when starting "kubectl proxy" on command line:

Starting to serve on 127.0.0.1:8001
2019/10/10 13:55:42 http: proxy error: dial tcp [::1]:8080: connectex: No connection could be made because the machine actively refused it.
