On : 11.13.19.07.0 version, Capture Transactions-Approve Journals

ACTUAL BEHAVIOR
---------------
Journal approval routing to user who is no longer with the company.

EXPECTED BEHAVIOR
-----------------------
Rule should route to someone else.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send journal for approval
2. See journal rule is sending approval to old user
