Symptoms
When attempting to Pay Invoices having withholding tax, the following error occurs.
Withholding Calculation for invoice ABC failed because of the following error : An Error Occurred.Message:Payment Reason Code Returned from tax for invoice id : 3XXXXXX900XXX and awt invoice_line_number 3
The issue can be reproduced at will with the following steps:
1. Create an Invoice with WTH tax
2. Validate and Approve
3. Create Payment for the invoice
