Tax Rate Does Not Get Assigned On The Tax Rule Defaults Tab Of The Tax While Uploading Through Tax Configuration Workbook (Doc ID 2618044.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Tax rate does not get assigned on the Tax Rule Defaults tab of the Tax while uploading through tax configuration workbook
When trying to assign it manually, the Tax rate is not listed in the LOV.


EXPECTED BEHAVIOR
-----------------------
1. The tax rate should have been assigned to the tax rule defaults after uploading through Tax Configuration Workbook
2. If not automatically it should allow manually to assign the tax rates in tax rule defaults section


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload regime to rate configuration using Tax Configuration Workbook
2. Verify the default tax rate is not created for the tax
3. Try to assign the default tax rate and no tax rate appears in the LOV


BUSINESS IMPACT
-----------------------
Not able to enable the tax for the transaction.
