Deadlock error During Import Customer Data (Doc ID 2618153.1)

Symptoms

On : 11.13.19.10.0 version, Customer Import

During the import of Customer files, some Import Customer Data jobs return an error with the following message:

ERROR

Exception from ar_customer_interface_pkg.insert_bank_branch_acct
ORA-00060: deadlock detected while waiting for resource
Exception from ar_customer_interface_pkg.import_customer_data_master
ORA-00060: deadlock detected while waiting for resource

The issue can be reproduced at will with the following steps:
1. Run Customer Import
2. Verify the ESS Job
