On : 11.13.19.10.0 version, Capture Transactions-Approve Journals

ACTUAL BEHAVIOR
---------------
Journal approval rule defined based on account combination is not triggered

EXPECTED BEHAVIOR
-----------------------
Journal approval rule defined based on account combination should be triggered if account combination satisfies approval rule condition

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Define journal approval rule based on Account combination
2. Create journal
3. Submit for approval

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Approval will not be routed to right approver which affects business process
