Symptoms

On : 11.13.19.10.0 version, Global Payroll

When attempting to add an element to an employee
the following error occurs.

ERROR
-----------------------
The EffectiveStartDate value must be earlier than or equal to the EffectiveEndDate value. (HRC-1035096)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Person Management - search after employee - actions - manage element entries
2. Add element
3. Error occurs
