'Match Step <Step Name>' Goes to All Assignees Instead of the User Who Took the Initial Action

Symptoms
On Unifier : Any Version
When a workflow type Business Process (BP) record is being sent to a step that has the Assignment Policy set to 'Preassigned' and the Assignees defined as 'match step <step name>'"
Expected Result
The record should be sent to the user who took the initial action on the <step name> in the workflow.
Actual Result
The record is sent to all the users defined in the Assignee setting.
Business Impact
Because of this users that should not be assigned to the step in the workflow are assigned and any automatically generated Task Notification also goes out to the user(s).
