Knowledge Authoring Action button disabled for users (Doc ID 2619615.1)

I have followed the documents on how to enable the Knowledge Base but after completing all the steps my user, the integration user and the Service Administrator are not able to create or configure anything in the Knowledge Menu.  In the Authoring page the Action button that allows access to create Knowledge articles is disabled (grayed out).
