When selecting an Applicant's Contacts, we get just the applicant's contacts.  However, when selecting All Contacts there is no change to the list. There should be a difference between Applicant's Contacts and All Contacts when adding contacts in the intake form of a permit application.  We expect all contacts that exist in the system, meaning all registered users as well as anyone listed as a contact on an account.
