Unable to Create Transfer From RMS UI Due to Locking Issues (Doc ID 2619743.1)

Transfers Cannot be Created in RMS due to Locking issue.

Steps to reproduce:
1) Create a transfer from UI.
2) Not the UI just keeps spinning and the transfer never gets created.
