Work Order Not Allocating In Full When There Is Sufficient Inventory (Doc ID 2619800.1)

Work Orders are not allocating in full when there is sufficient inventory in both active and reserve locations.

The company parameter ORD_DTL_BLANK_INVN_ATTR_IS_WILDCARD = yes.
1. When an active location has inventory both with a blank attribute and attributes populated. The work order only allocates to the blank attribute and does not consider the inventory with the attribute as inventory that can be allocated.
Work order will only partially allocate.

2. Work order allocation rules are set to pull inventory from multiple allocation zones, when the same item has inventory in reserve locations. When the system didnt find inventory in the active location (due to attributes),
it was expected that the wave process will work through the allocation rules looking for inventory to allocate to the work order. In this case the wave allocation stopped after checking active locations only.

Work Orders should allocate in full when there is sufficient inventory in both active and reserve locations.

The issue can be reproduced at will with the following steps:
1. Create allocation mode to pick material from Both Active and reserve
2. Run the Work order wave
3. Notice the allocation is happening correctly
