Personalization - Employee Self-Service - Payment Methods

We want Line Managers to have View-Only access to Payment Methods of their Direct Reports, but to be able to change their own Payment Methods.
The only way I can think of to accomplish this is with Expression Language.

Is there an Expression Language statement I can use that will be true if the user is looking at their own records, but false if they're looking at someone else's?
