ACTUAL BEHAVIOR

User is not able to Upload an attachment(2GB in size) to an item through a change order in red-line mode.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to Product Development Offering
2. Create change order
3.Add affected object->save
4.Go to attachment tab->Add
