Budget Version Is Not Getting Baselined (Doc ID 2620465.1)

Symptoms

On : 11.13.19.10.0 version, Plan Project-Manage Project Budget

Imported Budget Version through is not getting baselined
It was imported budget version using SOAR. Please find the file attached for FBDI version of it.

The subprocess 'Integrate Project Budget with Oracle Fusion Budgetary Control' run after the impiort process ended up in below error

ERROR
Exception : JBO-FND:::FND_GENERIC_MESSAGE: The message is JBO-FND:::FND_CMN_INVALID_ATTRB_API_SERV: The value of the attribute Budget Manager is not valid..


STEPS
The issue can be reproduced at will with the following steps:
1. Import budget version through FBDI

2. When deleted the previous versions and again tried to again import the budget version using FBDI in baselined status, the baselinie failed again

3. The subprocess 'Integrate Project Budget with Oracle Fusion Budgetary Control' run after the impiort process ended up in error
