After 19D Update Bulk Journals Aren't Working (Doc ID 2621115.1)

Symptoms

On : 11.13.19.10.0 version, Create and Manage Journals

When attempting to upload bulk journals using the "Create Journals in spreadsheet"
the following error occurs.

ERROR
-----------------------
There is no data to upload. (GL-782275) error.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download new upload template and unhide bulk journals tab.
2. Input account and amount info.
3. Click Submit on the Create Journal ribbon.
4. Select Submit Journal Import and Yes with Validation (see screenshot) and then click Submit.
