[OCI BM LBaaS] Accessing Application Through OCI Load Balancer Fails when More than One Backend Server Is Enabled (Doc ID 2621712.1)

Symptoms

Connecting to a backend application fails when using OCI Load Balancer (LB) if two backends are enabled. When only one backend is online, connection works, and user can authenticate and log in successfully.

This issue is not limited to any particular application.  It is known to occur when using Apache Webgate as a PeopleSoft Reverse Proxy Server (RPS) on the backend. In that case, the Webgate Multi Process logs have application initialization errors similar to the following:

"Could not read file" filename
"The requested URL contains illegal characters" HTTPStatus 400 requestedURL
ACCESS_GATE ERROR ... "The <FILENAME>, <COOKIE>, logout redirect message, or any other encrypted string has failed integrity check.
"WebGate Error Report" Message: Unable to process the request due to unexpected error.
