Login To A Weblogic Application Protected By IDCS Spins And Displays A Blank Page After Session Timeout

Information in this document applies to any platform.
An application (for example, OBIEE) is deployed in Weblogic and is protected by Oracle Identity Cloud Services(IDCS).
The login to the application via IDCS works fine if the session is still valid in IDCS and the application.
But if the session expires in either IDCS or the application, the login to the application fails. The browser spins and displays a blank page.
The URL in the browser keeps changing and never stops.
When this happens, the following error is thrown in the WLS logs:
