Changes Made to Header Icon Color Are Only Shown For a Period of Time (Doc ID 2622351.1)

Symptoms

When trying to change the Header Icon Color to white, the icons are shown in black during one second, then white during one second and after that they are continuously shown black.
When the parameter glog.ui.messageCenter.refresh is set to 5, the color changes take 5 seconds.
