Error: "Failed to parse XML" And Unable To Connect Primavera Cloud With P6 EPPM (Doc ID 2622466.1)

In Primavera Cloud under Integrations > P6 EPPM, when attempting to connect Primavera Cloud to P6 EPPM using Test Connection, the following error occurs:

Failed to parse XML

After change made to Cloud environment, and changing to the correct protocol (http instead of https), the following error occurs:

Connection Failed: Connection time out (Connection timed out)the specified server. outbound-proxy.cne-outbound.proxy.svc.occloud:3128

After changing the Web Services configuration for "Require Timestamp" from true to false, the following error occurs:

Encryption is enabled but there is no encrypted key in the request.

The issue can be reproduced at will with the following steps:

  1. Login to Primavera Cloud
  2. Navigate to Integrations > P6 EPPM
  3. Input the Server URL, Username, and Password
  4. Click Test Connection
  5. Error occurs
