Symptoms

 Release Pending Funds to Summary Control Budget Error with:

Opening budget periods for the control budget xxx Yearly Budget involves releasing funds to its summary control budgets. However, funds can't be released to summary control budgets with an invalid control budget status or invalid budget period status.
