ODA: Inconsistent Digital Assistant Analytics (Doc ID 2624139.1)

Symptoms

When analyzing analytics in the digital assistant environment the numbers do not line up in the analytics page when compared to the conversation export.
For instance, today (16-09-2019) the analytics page is listing 131 Total Conversations whereas the export through all the skills only contains 3 distinct
sessions with very little data (92 rows in total, each representing a user message or a bot response).

Furthermore the export is occasionally constructed lines being split into multiple rows due to poor new-line escaping.

Users are also reporting that when attempting to extract logs over a certain range the exports, there is missing data for many days of the period.
