Qn1:On : 11.13.19.07.0 version, Execute Project

Is it possible to allow Project Administrator to change Project Organization for other projects?

We have a requirement to allow a user with Job role of Project Administrator (and having data access at business unit level) to change the Project Organization in Basic Information tab even if it is not listed as Project Administrator or Project manager for that project.
