Error on direct reports with manager change

I am getting error while adding Direct reports

ERROR

Error: The supervisor record doesn't have a corresponding ACTIVE/SUSPENDED parent assignment split.oracle.javatools.resourcebundle.ResourceBundleRT.

The issue can be reproduced at will with the following steps:
1. Manage Direct Reports
2. When, Why > Reassigning > Direct Reports
