Can HR Specialist add Goals to a Non Reportee and update the Goals and Competencies after PD Launch?
HR Specialist adding Goals to a Non Reportee and update the Goals and Competencies after Performance Document is Launched using the Actions 'update Goals and Competencies'.
As the person to whom the goals are added is not reporting to the HR Specialist so he cannot open the Performance Document to use the Actions 'Update Goals and Competencies'
