On : 11.13.19.07.0 version, Order Promising


ACTUAL BEHAVIOR
---------------
Order quantity of Onhand order type under Supplies and Demands in plan input isn't matching with inventory organizations onhand. Even after running 'Collection Job Set' and 'Refresh and Start the Order Promising Server' , it isn't macthing.

Due to this issue, onhand quantity isn't matching between inventory onhand and collected onhand


EXPECTED BEHAVIOR
-----------------------
Collected ohand should match with inventory onhand

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Verify the inventory organizations onhand

2. Run 'Collection Job Set' ESS job

3. Run 'Refresh and Start the Order Promising Server' ESS job

4. Check the order quantity of order type onhand
