Stuck invoices in Initiate status (Doc ID 2626690.1)

Symptoms

 After Initiate approval job was finished with success ,a large number of invoices(2000+) remained stuck in "Initiate Approval" status instead to be approved<>rule triggered was auto-approve

 

SOA faults:

BusinessFault : {http://xmlns.oracle.com/apps/financials/payables/invoices/transactions/invoiceApprovalService/}ServiceException. Client received SOAP Fault from server : JBO-26092: Failed to lock the record in table AP_INVOICES_ALL with key oracle.jbo.Key[7870201 ], another user holds the lock.
