Fusion Compensation: GSP: Grade Step Is Still Showing In Manage Salary For Employees Transferring Grade Bands (Doc ID 2626964.1)

ACTUAL BEHAVIOR
---------------
After transferring several employees, the wrong Grade is showing on Manage Salary page.
Users are not able to select Grade Step when performing Transfer or Propose New Salary

ADDITIONAL INFO
-------------------------
The only option to include Grade Step, is to Propose the New Salary first, process the transfer and incorrectly leave Grade Ladder and Grade as xxx and yyyy respectively.
However, when you correct these options after, they automatically remove the Grade Step from the Manage Salary Page.

EXPECTED BEHAVIOR
-----------------------
Expect user has the ability to add/change/remove Grade Step

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process Transfer- Use Effective Date March 19, 2018
2. Propose New-> No Option to Select Grade Step 9
3. Process Transfer LE
4. Process Merit Salary Change
5. Process Salary Change LE
6. Propose New Salary (Again, no option to add/remove/change Grade Step).


BUSINESS IMPACT

Due to this issue, the employee record is not showing correct data.
