Okta - IDCS SSO Configuration Is Failing (Doc ID 2627022.1)

Symptoms

Okta integration as IdP with IDCS

When attempting to access cloud account using okta as IdP, the following error occurs.

ERROR
-----------------------

IDCS log message : The Federation partner http://www.okta.com/<alphaNumeric_Value> is not recognized.

 

UI error message : There is a problem with your account. Please contact support.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to cloud.oracle.com
2. Provide cloud account name = <cloud_Account_Name>
3. Choose <OktaIDP> to login
4. Redirected to Okta login challenge page.
   Provide user credentials
