How a Transaction Costed In A Closed Cost Period ? (Doc ID 2628215.1)

Goal

User go to Inventory UI and Create Misc Transaction on Nov 14th but backdate Transaction date to Oct 24th where Oct-19 cost Period is already closed.

User expect the cost date must move to Nov-19 cost Period (next open Cost period) as Oct-19 cost Period is Closed, however the actual behavior, the transaction got costed with cost date equal transaction date Oct 24th.
