Symptoms
On : 11.13.19.10.0 version, Manage Expenses-Approve Expense Report
When attempting to Send Expense Report for approval
the following error occurs.
ERROR

Payload=ORABPEL-30103 Ruleset didnt return any results. Ruleset ExpenseReportRuleSet didnt return any results. Model the ruleset so that it returns a list builder specification.

The issue can be reproduced at will with the following steps:
1. Create Expesne Report and submit for approval
