Symptoms

Using Identity Cloud Service (IDCS) for Single Sign-on (SSO):

Some users are unable to log in via SSO and got the following error:

STEPS

The issue can be reproduced at will with the following steps:
1. Go to the SSO login page
2. Enter Username/Password
3. Login fails with the error:
A system error has occurred in Oracle Identity Cloud Service.
