When using a web service call or CSV import to create detail lines within a record, not all detail line items are being reflected in the Payment Items tab within the user interface. If "Work This Period" = $0 and there are no other detail line items with a "Work This Period" > $0 within the referenced summary line item, then none of the detail lines are being created in the Payment Items tab. Therefore, the budget contract value is significantly lower than it should be.
