Can a shared service center BU invoice on behalf of other BUs? (Doc ID 2629444.1)

3 BUs exist currently:
--BU A
--BU B

--BU C

Business Requirements:
-- BU A should handle all invoices - currently not working. only other BUs can invoice on behalf of themselves
-- BU B should handle retail orders and reqs, BU C should handle wholesale orders and reqs - this currently works

Q: Is it possible to have BU act as shared service center for invoicing purposes?
