HR Specialist / Administrator Unable To Access / View Performance Evaluation For Person

As an HR Administrator / Specialist, person unable to access the 2019 Performance Evaluation for Person. When searching for his 2019 Performance Evaluation using any of the below search options no results are returned. Conversely, when running a 2019 Performance Evaluation Status Report in the BI it shows his form is in the Final Feedback Step as In Progress. HR Administrator / Specialist reviewed the employee's Assignment, Person, Salary, and User records and do not see any data issues. Please advise what's preventing from viewing his 2019 document and how to resolve? Note, HR Administrator / Specialist able to access his 2018 document and documents for other employees.
