BI Agent Is Sending Report With 1Hr Difference in Brazil Timezone

Starting 2019, it was announced that Brazil is no longer participating of Daylight Saving Time (at least for the next 3 years). A maintenance was applied to User Preferred Time Zone of Sao Paulo - Brasilia (BRT) to resolve this.
Customers reported the following behavior:
- BI Agents are submitting emails 1hr BEFORE the scheduled time : i.e. BI agent is scheduled to run at 10AM but sends the email at 9AM
- BI Analysis are showing 1hr AFTER in the report: i.e. in UI the user can see the last modified date as 13/11/2019 8:01AM but it shows 13/11/2019 9:01AM in the report
- Brazil is no longer participating of Daylight Saving Time
- Maintenance applied for Sales Cloud to resolve the DST changes did not work on BI reports and agents.
