Fusion Global HR: Proposed Manager Not Allowed To View Worker’s Assignment Info From BPM Notifications

Symptoms
Over transfer transaction the new proposed line manager cannot edit the notification because of the following error:
You don't have access to this worker's assignment info.
STEPS:
The issue can be reproduced at will with the following steps:
1. Manager Test 1 has started a transfer process on employee Test 2 and set employee Test 3 as new/proposed manager.
2. Transfer approval is setup in a way that it goes for an approval to new/proposed manager as well.
3. When Test 3 (new/proposed manager) receives an approval notification and tries to edit the approval, it gives this error "You don't have access to this worker's assignment info".
